2. Rules
The regatta will be governed by International Sailing Federation (ISAF) -- The Racing Rules of Sailing 1997-2000 (RR) including Prescriptions of the United States Sailing Association and Special Rules governing the MORC Internationals Sailing Events, except as any of these are altered by this Notice of Regatta and by the Sailing Instructions.Sailing Instructions will be available at the Skipper's Meeting.
3. Advertising
The regatta is designated Category "A" in accordance with the racing rule 79 and Appendix G3.4. MORC Membership and Eligibility
MORC Handbook Section 8, Rule II. A2. MORC Membership, applies modified as follows:To enter, skipper or helm the International Regatta the individual(s) must be a General, Family, or Lifetime member of MORC International or have a MORC99 General Membership. Only one MORC99 General Membership will be issued per boat and only to boats in a one-design class, which will be racing under a Fleet Rating
Yachts must have a valid MORC measurement-rating certificate, a MORC standard hull/standard sail rating certificate or be assigned a common fleet certificate. A common fleet certificate will be assigned to one design yacht subject to providing proof of conformance to their respective fleet/class requirements.
All yachts are subject to inspection by the Race Committee at any time to insure compliance with paragraphs 3, 4 and 23.
5. Registration and Entry
Yachts wishing to enter must submit a completed registration form postmarked prior to midnight, September 1, 1999. Non one-design entries should include a copy of their certificate, which must be on file with the IRC 15 days prior to the scheduled start of the first race (Certificates based on full measurement or SH/SS are acceptable). For J/22, J/24 or CAPRI 25 one-design yachts, wishing to sail in the one-design fleets (using the Fleet Rating established by MORC International), entries should include a request for a MORC99 General Membership and a copy of the yacht's one design fleet certificate with Race Committee Fleet Liaison Member approval. The entry form with entry fee must be filed with:

7. Check In
Yachts shall check in at the Wayzata Yacht Club on Wednesday, September 15, between 900 and 1800 hours. Wayzata area yachts may make arrangements for weight and safety inspections prior to these dates.
All crew lists, measurements and inspections, registration forms completed and fees paid by 0930 hours, September 16, 1999.
8. Courses
Refer to Wayzata Yacht Club Notice Board. The Wayzata Yacht Club -- MORC Station 40 WEB Site: (http://www.wyc.org/morc99/) will have tentative postings.
9. Crew Limitations
The crew limitations, including the skipper, for participating yachts is listed in the current MORC Handbook (1998) Section 8, II, A, 3. Minimum crew allowed is 3 people. The crew weight option will not be exercised.Names and address of the crew aboard for all races shall be registered with the Race Committee. Crew changes shall not be made without prior written approval of the Principal Race Officer or Chief Judge.
10. Scoring
In determining the winner of each fleet, the Low Point Scoring System, Appendix A2.2 of the racing rules will apply, with six (6) of the seven (7) races scheduled counted. In the event that six (6) or less races are completed, each yacht's total score will be the sum of her scores for all races.11. Conduct
Section C, Rule 69 of the RR applies.Yachts observed discharging trash over the side shall be disqualified from all races on the day the infraction is observed.
12. MORC Insignia
All Yachts shall display on their mainsail one of the two approved forms of MORC sail insignia installed in accordance with MORC Handbook Section 8, Rule IV. Insignias for One Design Yachts may be obtained upon request when submitting the entry form.13. Regatta Bow Numbers
All yachts will be required to display their assigned bow numbers in accordance with the Sailing Instructions.14. Measurement
All yachts shall submit a valid measurement certificate and be prepared for weight verification by the Race Committee in accordance with the current MORC Handbook.Weight verification of yachts shall be scheduled between 0900 and 1600 hours, September 15, 1999. Other suitable times may be arranged with the Race Committee and the Measurement Chair.
15. Insurance
All yachts shall have liability insurance with limits of at least $ 100,000/$ 300,000, or a single limit of $ 250,000. Proof of insurance will be required at registration.16. Haul Out Restrictions and Plastic Pools
All yachts shall be afloat by 1800 hours, Wednesday, September 15, and shall not be hauled out during the regatta except with and according to the terms of prior written permission from the Jury.Plastic pools or their equivalent shall not be used around yachts after 1800 hours, Wednesday, September 15.
17. Radio Communication
A yacht shall neither make radio transmissions while racing nor receive special radio communications not available to all yachts.18. Awards
First, second and third place awards will be given in each fleet.An overall MORC99 Internationals Regatta award (Rudder Trophy) will also be presented.
19. Alternative Penalties
The 720 degrees turns penalty of racing rule 44 will apply.20. Time Allowances
Time allowances will be computed in accordance with the applicable valid MORC Certificates and the course distance established by the race committee; the distances calculated by the race committee are not subject to protest.21. Fleet Divisions
Normal MORC handicap fleets separated into Grand Prix, Modified, Racer/Cruiser and Classic divisions, will be assigned.One design fleets are encouraged to participate. Capri 25s, J24s and J22s would compete separately (subject to a minimum of 6 boats) with each fleet having a level rating based on standard hull measurements.
Fleets will be adjusted as necessary to provide adequate competition.
22. Notice Board
The Official Notice Board shall be located at the main entrance of the Wayzata Yacht Club.23. Safety and Minimum Requirements
MORC Handbook Section 4, VIII. DEFINITION OF A MORC YACHT, applies subject to a one year (Regatta) waiver for one-design yachts with class rules for recommended uniform minimum equipment and accommodation standards which do not require:
· Lifelines. · Heads. · Navigation Lights. · Jib size other then MORC requirements Each skipper has the sole responsibility for the safety of the crew and the seaworthiness of his yacht. Neither the establishment of the general conditions, sailing instructions, the International Yacht Racing Rules shall in any way limit the skipper's responsibility or confer any such responsibility on a sponsoring yacht club or the race committee. The entry form constitutes the skipper's certificate of compliance with these conditions, and any breach or violation of these requirements is subject to protest and is the skipper's total responsibility.

25. MORC99 Internationals Race Committee
The Skipper's Meeting will be held at 0830 hours on Thursday, September 16, 1999. One person per entered vessel is to attend this meeting.
The MORC99 Internationals Race Committee (Race Committee), a standing committee of the Wayzata Yacht Club, will manage the regatta. The Race Committee at their discretion may resolve disputes.
